yes, it's a savings account where the money is saved to be able to build a house. you could also buy a home but it's designed specifically for building a house.

@distelfliege I found a DE Wikipedia entry about it, the concept is very similar to what "building societies" in UK *used* to do until 1980s but they all became like normal banks after that time and now offer conventional mortgages. Although the article doesn't mention regions the context suggests its more a thing in Southern Germany and Austria..
