Tonight, I'd like to tell you the story of the beaver pokemon, destroyer of worlds. Bidoof/Bibarrel has an abillity called Moody that boosts a stat by two stages and lowers a stat by one stage every turn. This ability that once made it one of the strongest pokemon in existence. The people in Smogon got so incredibley mad that a beaver was able to keep up with legendaries and dragons that it was banned from Ubers (really a banlist and not an actual competitive tier) for aesthetic reasons alone. Smeargle with moody is way more broken, though it was nerfed a bit as it can't use black hole or any other signature move anymore.
Smogon's tiers are fan-made categories for the fan-made game Showdown, and Smogon's community is rather elitist. The real games uses other sets of rules in the competitions.
