The class fa-spin exist in the CSS of every instance. Mastodon allows <span> and class attributes (currently every class, you can still break the layout of other instances). So this instance allows its user to send such a message to other instances.
No script allowed, no other attributes, theorically.
@Seipas I suppose that's good, people can only be annoying not malicious 😅
