Framingham, as a "town" was 26 square miles, with a population of 68,318 with a density of 2,581/square mile.
It got away with being a "town" because while some parts are urban there's a ton that's totally undeveloped, abandoned, broken windows, swamps and dairy farms.
The government was totally untransparent, the town meeting was not open and residents only elected the single Selectman (not even a Select Board like most towns) every few years who appointed the entire government
