idly wondering if anyone's researched linguistic shifts in how American politicians have referred to the people, en masse, in speeches and advertisements and so forth. in particular I'm curious about whether there's been a trend towards referring to people in strictly economic terms (e.g. "consumers", "taxpayers"; see also that much-beloved phrase "the middle class")

this feels like too obvious a project for someone NOT to have done. I'm very slightly tempted to select some passages from the Congressional Record at various times and see what words get used.
does any congresscritter use "citizen" any more, I wonder, or has "voter" (or, worse, "taxpayer") taken its place completely
