Most main highways in Dublin are tertiary roads - bar the motorways? Oh wow.
@AkuAnakTimur It gets "better": at the time (and still mostly now), all the income for local governments comes from.... central government!

Apparently it's similar elsewhere in the republic I guess. Mostly tertiary highways in the middle of cities e.g Cork, Galway, Waterford, etc.
