I mean--it doesn't seem unreasonable to ASK that people CW some topic or class of posts. That's, like, a negotiation or whatever between friends. If you ask nicely and they refuse or tell you off... maybe that's a statement on your relationship and unfollowing or muting them makes sense to me. But if you like someone and interact with them a lot it seems absolutist to just be like 🙅 without talking to them. Or, similarly, if you just post a general, "I'd appreciate it if people CWed $WHATEVER", that seems reasonable, too.

IDK. TELLING someone what to do is kinda butts, but I've only ever seen people using the word "please" or whatever.
