It is very easy to make a leather collar out of an o-ring, belt buckle, a strip of leather (or denim, or vegan leather), and some rivets
You could definitely do it
Minimum required tools: mallet, awl, blade, rivet setter (two pieces of metal with the right shape to make the rivet set well when you bonk it with the mallet)
