Basically, web browsers outside the EU, or web browsers inside the EU which have been configured to act like they're outside the EU, are supposed to automatically set the cookies in Cookies-Required and refresh the page. This makes EU cookie laws much more bearable for ppl outside the EU.

In addition to that, browsers inside the EU can easily add support for assistive technologies for setting those cookies and stuff.
