v2.1 of #Mastodon will have a "moderator" role with less permissions than the "admin" role that's currently present. It will also start logging all moderator/admin actions in an audit log!
In so far as APIs are concerned, it will also have lists (sort people you are following into different columns), I am still working on the UI for editing those though.

To expand, BGP peering also requires explicit configuration of peers in one's BGP speaking software to work whereas Mastodon out of the box federates with any server that can and wants to.
A while back I likened Mastodon federation to BGP peering but that only applies at a very shallow level.
BGP peerings are usually not automatic and are results of explicit agreements between two or more parties.
An instance using a whitelist would be more akin to the analogy I think.
