It's like the «Sécurité Sociale» which in France takes care of old age, retirement and work accidents among other stuff. When you're studying in college though you don't have these problems so you have a special social security regime («Régime», not sure how to translate)

Well they can be ill, need glasses, a wheelchair, ...
(Yeah I should have been clearer in my first toot, "other stuff" meant healthcare, housing, handicap, ...)
