Smeargle with moody is way more broken, though it was nerfed a bit as it can't use black hole or any other signature move anymore.
Smogon's tiers are fan-made categories for the fan-made game Showdown, and Smogon's community is rather elitist. The real games uses other sets of rules in the competitions.
