I guess probably, but if that's worth doing it's worth keeping the elemental back from the front. Also of note, I'm pretty sure the Soviet union stretched far enough south and had allies further south, such that they could conceivably recruit elementals from. Though maybe not very many, not enough to spare from their industry.
